🔍 MYTH-BUSTER: The £1,000 Rule

We keep seeing this repeated in breeder groups, so let’s be crystal clear…

❌ MYTH
“If I earn under £1,000 from puppies, I don’t need a breeding licence.”

✅ FACT
There is NO £1,000 threshold in dog breeding licence law in England.

Not in the 2018 Regulations.
Not in DEFRA guidance.
Not in licensing rules.

💷 So where did £1,000 come from?
It comes from HMRC’s trading allowance for tax purposes — and it has been widely misunderstood.

🚨 Tax rules and licensing law are completely separate.

📜 What the law actually says
In England, you need a dog breeding licence if you:

✔ Breed 3 or more litters in any 12-month period
OR
✔ Are judged to be breeding dogs “as a business”

There is no income figure written into the law.

⚖️ Below three litters, councils look at the overall picture, including:

• intention to make a profit
• frequency of activity
• advertising
• commercial appearance

Importantly:
👉 You do NOT have to actually make a profit
👉 There is NO minimum income level
👉 Decisions are made case by case

🐾 Why this matters
Many careful, home-based ethical breeders believe the £1,000 figure protects them.

It doesn’t.

The Union of Good Dog People believes breeders deserve clearer, proportionate, evidence-based regulation – and a proper voice at the table.

✅ Simple takeaway:
There is no £1,000 safe zone in dog breeding law.

We need better legislation – we need to be in the room when this is discussed.
